Gerardo de Icaza
"Director, Department of Electoral Cooperation and Observation, Secretariat for Strengthening Democracy, Organization of American States (OAS)"Director of the Department for Cooperation and Electoral Observation, since March 1, 2014. He was Substitute Secretary for the Strengthening of Democracy from February to July 2018. As Director, he has headed more than 30 Electoral Observation Mission for the OAS. He has a law degree and a Masters in International Relations and Communications. Previously, he was the Under Director for Norms in Vote Coordination for Mexican Residents Abroad and as Coordinator of the Technical Committee of Specialists for the Vote of Mexican Residents Abroad of the Federal Electoral Institute (current National Electoral Institute) of México. He was also Secretary of Studies and Accounts, and Head of the International Affairs Unit at the Electoral Tribunal of the Judicial System of the Mexican Federation. He has been an invited professor to the Universities of Princeton and Georgetown and has published numerous articles and academic journals on democracy and electoral systems in various languages.
