Gustavo Garcia
Former Principal Technical Lead Fiscal Economist of the IDBGustavo Garcia is an international consultant on macroeconomics and fiscal policy and management. He was the Principal Technical Lead Fiscal Economist at the Fiscal and Municipal Management Division (FMM) of the Inter-American Development Bank (IDB), where he was Coordinator of the Fiscal Sector. He was the founder and first Director of the Independent Office of Economic and Financial Advisory of the Congress of Venezuela (1997-2000); Principal Senior Advisor and Chief Economist to the Ministry of Finance and Director of Financial Policies at the Ministry of Planning (CORDIPLAN) of Venezuela. He worked also as Economist at the International Monetary Fund (IMF) between 1988-1993 and was a Professor in the fields of Macroeconomics and Public Finances at the Institute of Graduate Studies (IESA, by its acronym in Spanish) in Caracas, Venezuela, from 1993 to 2008; During 2005-2007 he was the Andrés Bello Visiting Fellow and invited professor at the Latin American Centre at Oxford University (UK, 2005-2007) and Member of the Standing Committee of the Latin America Econometric Society from 1989 to 1990. He has also authored several books and specialized articles on macroeconomics, public finance and fiscal policy in Latin America. He holds a master’s degree and doctoral studies in Economics from Boston University.
