Tulio P. Vera

Interim President, Global Americans

Tulio P. Vera has over 25 years of experience in policy and financial markets, specializing in Global and Emerging (EM) markets. His expertise is in macroeconomics, investment strategy, advisory, sovereign credit analysis, and portfolio management; as well as in debt, interest-rate, and currency markets.

Over his career, he built and ran successful EM investment strategy and macroeconomic research teams, launched his own hedge fund, has been a portfolio manager, and worked on multilateral policy issues. He has participated in the EM financial markets since their inception. Tulio has extensive presentational (media and public speaking) and inter-personal skills, and an ability to deconstruct and articulate complex financial, macro, policy, and market concepts in an understandable fashion. Over his career, he has established a network of contacts among officials, policymakers, and market participants in Latin America and EM.

Tulio was a Managing Director and the Chief Investment Strategist for the J.P. Morgan Latin America Private Bank. As such, he was responsible for multi-asset investment strategy for client portfolios in global equities, fixed income, and alternatives. He also sat on the JPM Private Bank’s Global Investment Committee.

Previously he was a Portfolio Manager in global Emerging Markets at the hedge fund Millennium Management and was a Founder/Partner and Chief Investment Strategist at Bladex Asset Management (BAM), a Latin American macro hedge fund.

For ten years, Tulio was the Chief EM Macro Strategist for Merrill Lynch. In this capacity, he built and was responsible for global EM research and investment strategy, as well as macroeconomic research for Latin America and Emerging Europe.

Tulio also ran research teams at ABN-Amro and Bear Stearns, served as a Financial Officer at the International Finance Corporation (the private-sector arm of the World Bank), and as a Senior Sovereign Analyst at Moody’s Investors’ Service.

He has had extensive visual and printed media exposure and has a wealth of public-speaking experience. He has been a frequent guest on CNN, Bloomberg TV, CNBC, and other news programs, and was a columnist for El Mercurio, a principal Chilean newspaper.

Tulio is currently the Interim CEO and President (as well as Board member) of Global Americans, a policy think tank that focuses on pressing issues in the Americas’ hemisphere.

He is also a board member of Friends of the Catholic University of Chile, an advisor to the board of NESsT (Nonprofit Enterprise and Self-Sustainability Team), sat on the board of the North American-Chilean Chamber of Commerce (NACCC), and was a co-owner of Nolita Wine Merchants, a fine wine enterprise in Manhattan. He remains involved in various financial advisory assignments.

Tulio was born in Santiago, Chile, and lives between Manhattan and upstate New York with his wife Isabelle. He has two grown children and a stepdaughter. He received a BA in architecture from the University of Maryland and has a Masters’ degree (and is ABD) in International Finance and Monetary Economics from New York University.
